The rogue cop has a manifesto. In it he claims that cops routinely let victims of violence die--partly because they see medical aid as outside their purview and partly because it results in better crimes for them to bust.
He has targeted 40 LAPD cops for his guerilla war. And early reports suggest that police have already fired on cars matching his, killing the utterly innocent women within.

The former police officer is also suspected of fatally shooting an Orange County couple over the weekend, according to the Associated Press. Dorner is suspected of killing Monica Quan, assistant women's basketball coach at Cal State Fullerton, and her fianc�, a security guard at the University of Southern California. The couple suffered multiple gunshot wounds in the parking garage of their apartment in Irvine, Calif., the AP reported.
According to the LA Times, Dorner, who was fired from the LAPD for making false statements, wrote an online manifesto detailing his plans to kill law enforcement officers. "The violence of action will be high. ... I will bring unconventional and asymmetrical warfare to those in LAPD uniform whether on or off duty," he wrote, according to the report.
